I'd do:

   # apt-get -o Dir::Etc::SourceList=/etc/apt/security_updates.list -o 
Dir::State::Lists=/var/lib/xxxxxxx/lists/ update
   
and then

   # apt-get -o Dir::Etc::SourceList=/etc/apt/security_updates.list -o 
Dir::State::Lists=/var/lib/xxxxxxx/lists/ upgrade
