Try changing that to
image=1/vmlinuz
label=linux
initrd=1/initrd.img
Do you have the /initrd.img -> /boot/initrd.img-2.4.27-sparc32 symbolic
link set up? If you still have problems booting, post your final silo.conf
file and the output of the following commands:
ls -la /
ls -la /boot
