I don't remember if we had a place to query the stable archive for that, but the ratio is something like 98%. That is, only a miniscule part of the entire set of packages is missing. You can notice it on a case-by-case basis when packages.debian.org omits a sparc package download link. http://unstable.buildd.net/buildd/sparc_Not-For-Us.html shows the missing packages for unstable.
