It doesn't look like that file is in the list of packages, but i can
find it here

Trimmed this up a bit.
It looks like it's missing in
http://ftp.ports.debian.org/debian-ports/dists/unstable/main/debian-installer/binary-sparc64/Packages.gz
That being said, if silo is already built maybe it's not needed for the
installer. Ill give it a try without.
