This look like a general issue in debian-installer, i.e. not specific to sparc64. Looking at the source of debootstrap:607 [1], there is just a closing "if" statement at this line, so I don't really see where the "Permission denied" should come from. My first guess was that it's related with the usr-merge which was by enabled by default on debootstrap recently, but I currently have no idea really.
