LC_CTYPE and LC_ALL are reported as unset by the locale command.
Hmmm, this experiment seems to fix it:

On my potato box, LC_ALL is also reported as unset by the locale 
command, but the same problem does not appear. A change in how GDK 
handles locale perhaps?
