Actually it means emacs21-el (from the emacs21 source) is arch: all, but emacs21 (from the emacs21 source) is arch: any and hadn't been built for m68k since 21.1-5. It was uploaded before dinstall today though, and as such got processed by the testing scripts today, and will hit the mirrors tomorrow.
