erm. no.
Doing apt-get install apt dpkg will install libc and other things
too, and upgrade the minimal things that
apt and dpkg will be able to work with.
If something breaks, that's a bug.
I believe we need to check. I've found some packages using
new features of adduser without doing a versioned depends,
and these kind of things will break.
