Yep, the question is whether this is because of some transitional period debian is going through. The shift to gcc3.3, new qt3 packages, kde 3.1 and so on. Just within the last year or a lot of major packages have seen constant and dramatic updates/changes. The way debian is developed, with all the platforms it supports, it is hard to keep up with this.
