Eh ben ça doit encore être le contre-coup de la migration de la libc de l'unstable vers la testing. Voir http://lists.debian.org/debian-devel-announce/2003/debian-devel-announce-200303/msg00006.html pour plus d'infos : "php4 will be broken on all architectures. This will be fixed by the removal of the Conflicts: line from the libc6 packages in a forthcoming revision.
