Não tem a ver com o xorg.conf. Você deve configurar o teclado para "evdev-managed" no seu ambiente gráfico. No kde você vai em Configurações do sistema > Regional e Idioma > Leiaute do teclado > na aba Leiaute vá em "Modelo de teclado" escolha "evdev managed keyboard".
