Você pode usar o kate + kate-plugins + festival para poder converter um texto digitado em voz sintetizada. O konqueror também possui um plugin para sintetização de voz. O resultado da sintetização é muito bom. O problema é que eu não encontrei nenhuma biblioteca do festival para o português. Há bibliotecas do festival para inglês americano e britânico bem como espanhol.
