Eu não dissse que não é possível. Disse apenas que a melhor forma
é via pg_dump e pg_restore e que o processo de cópia de pastas é
sujeito a erros. Alguns partes da documentação que você passou:
"The database server must be shut down in order to get a usable
backup". Com pg_dump isto não é necessário (" Dumps created by pg_dump
are internally consistent, that is, updates to the database while
pg_dump is running will not be in the dump. pg_dump does not block
other operations on the database while it is working").
Mais ainda:
' An alternative file-system backup approach is to make a
"consistent snapshot" of the data directory, if the file system
supports that functionality (and you are willing to trust that it is
implemented correctly).'
Fora que com o pg_dump você pode fazer o backup da base a partir
