Este initscript também conta com o halt aceitando a opção -h. É o
initscript do stable ou o do unstable? Se é o do UNstable então
definitivamente o pacote sysvinit está mal. Mas até que Marcelo não
esteja de volta teremos que esperar... nem sequer sabemos que versão tem
ele...
