Normalmente el update solo se baja los Packages que han cambiado con
respecto a los que tienes en local. Si quieres forzar a que se los baje
todos vete al directorio /var/lib/apt/lists/ y haz un rm *
Luego haces un 'apt-get update' y se los bajará todos.
