Me fijé en la FAQ del squid (con grep), y dice: You may get this message when you run commands like squid -krotate. This error message usually means that the squid.pid file is missing.
Y aconsejá que hagas un "ps ax | grep squid". Luego te quedas con la tarea que está entre parentesis y pones "echo pid_squid > /var/run/squid.pid". E intenta nuevamente. Aunque si no tienes el squid funcionando, yo probaría con desinstalarlo con "dpkg --purge squid" y luego lo instalo nuevamente.
