first off, thanks! secondly, /etc/apt/apt.conf does not exist, but
/etc/apt/apt.conf.d/ does, so i added a file into there. the results
-- which are identical to just creating the apt.conf file with the
lines that you suggest:

E: Syntax error /etc/apt/apt.conf:2: Extra junk at end of file

APT::Cache-Limits 25165824
