Note that I said about (terminal-coding-system).

Of course, Emacs can handle both ISO-8859-1 text and UTF-8 text.
For example, I can compose ISO-8859-1 mail and UTF-8 mail in
Emacs with Mule-UCS without restarting Emacs.
