Most services have a script located in /etc/init.d that normally understands at least the start and stop parameters. Some services are by default started through the inetd. In that case you can take a look at /etc/inetd.conf. If you want to prevent a service from being started, you can remove the S??servicename link from the directory of the runlevel you want to change. By default Debian boots into runlevel 2, so you should at least remove it from /etc/rc2.d.
