Is there a ready-made debian image viewer package/tool that supports
keyboard panning and zooming?
'display' in the imagemagick package should do what you want. You'll want to at least look at the manual page before you do anything with it, or you will be frustrated.
I just use xloadimage, but that doesn't support keyboard panning.
