Not necessarily. It seems that a graphical login manager is attempting to start, but fails. A runlevel is isimply a collection of services/daemons to be started as a group, with a logical order. To check which runlevel you're at, issue the "/sbin/runlevel" command. Try to issue the command "startx" as a regular user and send us the output.
