There are no regular security updates for testing at the moment (see
http://www.debian.org/security/faq#testing).

Apart from the strange "<http://security.debian.org/>" and the final "."
on the second line, yes, those are correct. However, the second will
only be of use occasionally.

  deb http://non-us.debian.org/debian-non-US testing main contrib
