I didn't mean to imply otherwise. In this scenario, the maintainer scripts would modify the ".createdfiles" file through packaging system tools. Come to think of it, the ".createdfiles" file could even be a static part of the package. If it contains a list of all files the maintainer scripts /potentially/ create, it wouldn't need to be modified at all.
