Yes, generally that's true. But at this very moment, 'testing' is being bugfixed to a point where it will become the new 'stable' any week/month now. Stable-type quick security updates are already occurring. There are still more bugs, so it's not quite as safe as the old Woody yet.Can I upgrade my system to be all testing just by adjusting /etc/apt/sources.list?
yes, just put testing instead of stable and then run apt-get update apt-get dist-upgrade

I'm running a Woody, and tweaking a Sarge to replace it at the appropriate time. I'm seeing the same security fixes that Woody gets also arriving on Sarge, along with the other bugfixes.
