I had this problem as well when I first started running udev. On my system, cdrom support is built as a module (ide-cd). The modules was automatically loaded when needed, but because it wasn't loaded when udev started, udev didn't know to create the links. After I ran (as root): echo "ide-cd" >> /etc/modules and restarted udev, everything worked fine. See if that works for you.
