Sorry, I have no experience with xset, but I suggest you try using KDE's power management/screensaver config stuff to see if KDE can turn off the monitor. If so, you'll know that it's possible and that it's probably not an X config problem. If not, you'll know you're wasting your time trying to get xset to work right now.
