What output do you get when you do:

rulcmc:~$ grep telnet /etc/inetd.conf
telnet          stream  tcp     nowait  root    /usr/sbin/tcpd  
/usr/sbin/in.telnetd
rulcmc:~$ grep ^telnet /etc/services
telnet          23/tcp
rulcmc:~$ ps -ax|grep [i]netd
  105  ?  S      0:04 /usr/sbin/inetd
