no Paul, there isn't a bug affecting the keyboard behavior in xterm.
The RELNOTES states:

   o Xterm's VT100 emulation generates correct codes for PF1-PF4, as well as
     the keypad "+" and ",".  These codes differ from the VT220 emulation.
