Is ftpd listed correctly in /etc/initd.conf? If the system is very new (nothing yet really customized or busy) you can safely force the removal of netbase, and then reinstall it. (ie dpkg --purge --force-depends netbase) Last resort you can install wu-ftp and see if that works.
