Can you try if sending mail works if you don't set $sendmail at all? The default is /usr/lib/sendmail -t -oi -oem, and smail is more or less command line compatible with sendmail (see smail(1)). On my system, I haven't set $sendmail, and it works. If that doesn't help, please detail your $sendmail setting.
