Try diald,  the auto-ppp-dialer.  It sets up a proxy thingie so that
whenever you try to use a net-needing app (eg. telnet,  ftp, netscape)
your ppp line gets dialed.  Works great,  very customizeable,  available
as a debian package,  etc...
