I had this problem too. To solve it do this as root:

  cd /usr/lib/texmf/tex/plain/config
  tex tex.ini
  cp tex.fmt /usr/lib/texmf/web2c

This should do it. It did for me. Someone should report a bug.

PS. Other files might be missing, but so far I haven't had major problems.
