This file should be created automatically when mail is delivered. Some mail frontend programs delete it after reading it, so it is unlikely that the absence of this file is itself causing problems. The directory /var/spool/mail should have these permissions/ownership: drwxrwsrwt 2 mail mail 1024 Jan 28 18:06 /var/spool/mail or the mail delivery program may not be able to create the file when it has mail to deliver.
