I had this problem a few times with overclocking and bad motherboards and stuff. For example, I had a miscellaneous 486 board and tried to put on an IBM Blue Lightning using the Cyrix 486 settings but the machine would give the above error when booting. However I would not expect this behaviour on an out-of-the-box PC.
