Hmm, the latest and greatest APT does not support any FTP proxies, there are an older perl ftp module for it that does support all ftp proxies but has a few glitches. You best bet is to use an HTTP proxy, sounds like you need authentication, something like export http_proxy="http://[EMAIL PROTECTED]:myisp.nz:port/" Then look at http://www.debian.org/~jgg/Mirrors and pick a HTTP enabled mirror.
