the hosts.allow and .deny files will allow for a connection but the connection will immediately be terminated. If the ftp program is a daemon and is not called by inetd (/etc/inetd.conf) then it doesn't normally even check /etc/hosts.* so it looks like the ftp daemon isn't even installed.
