If I am not totally wrong, a 'dpkg -i gcc_2.91.66-1.deb' should solve your
problems.
Do it as root, and if complain about some package it depends on, get
thoose packages ( in .deb format) and use dpkg -i to install them.
If you have the debian cd-set, you can use dselect to install gcc.
