You don't set any environment variable! You have probably not installed xpm (X Pixmap libraries for libc6 - runtime. Install xpm with dselect (search with /xpm, next search with \).
Have you installed Netscape with the netscape4_4.0-15.deb (unstable version)? NOTE: You need to install glibc2.1 as well!
