The file seems to have moved from dpkg-dev to dpkg. The only way I could make it work is to select dpkg-dev for removal (along with everything else that depends on it), then dpkg --pending --remove, then upgrade to get the new dselect, then select dpkg-dev and your old dependent packages and add them back.
