 Inchon International Airport (IIAC) periodically issues an English-Korean 
Internet newsletter 
to report on the progress of the construction state, the start-up & 
commissioning schedule 
and operation readiness and is supposed to be forwarded to airlines, 
allied international aviation organizations, major airports, 
the press and world investment companies at home and overseas via e-mail 
on the 20th of every month.


<IIA Project Progress>

- Aiming to complete 89.1 percent of the project by the end of this year, 
IIA has favorably reached 80.1 percent progress, as of September.
As for core facilities, the passenger terminal has reached 70.7 percent 
completion 
and the runways construction showed 78.5 percent progress as of September.
In addition, 40.6 percent of the transportation center under upper structure 
works 
for foundation had been completed and 71.3 percent of other annexed facilities 
had been installed as of September.
Being scheduled to be completed in Nov. 2000, the 40.2 km long expressway 
between Seoul 
and the new airport showed 84.4 percent of completion.
The airport integrated communication center, which has been completed earlier 
this month, 
will be installed Integrated Information Communications Systems till next March 
and 
the fully built control tower is going to be equipped with navigational systems 
from next month.
Moreover the construction of facilities such as elevators and escalators at 
passenger terminal has reached 67 percent completion and the piping work for 
air-conditioning, heating, gas supply, fire extinguishing and waterworks has 
reached 
85 percent progress as of September.



<Start-up & Commissioning and TBTL>

- Several systems have been under start-up & commissioning separately since 
last July. 
The trial run of some transportation facilities such as escalators has begun 
early October.
Cable and the lighting tower of airfield lighting system are going to be under 
pilot operations
from next January and gray water system, computerized communication system, 
integrated security
system and air traffic control system from February, 2000.
 IIAC intends to complete the separated and systematic pilot operations by 
early next June 
and will start the integrated test for the whole airport facilities and systems 
in July, 2000.

- IIAC is currently under negotiations to select foreign experts who have 
know-how upon airport 
 operation in order to support the successful completion of trial operations.
 In reaching an agreement, technical specialists of the assigned company will 
be committed 
 to the field next month at the latest and boost the testing works.
 IIAC will draw up the comprehensive opening program for the new airport in 
cooperation 
 with overseas experts (the standard processes for pilot operations, the 
administration plan 
 and the maintenance & repair process will be prepared as well.
 The chosen overseas experts are going to support the works till the opening 
and 
 the service charge is estimated as approximately 9 billion won (7.5 million 
dollars).
 IIAC published its public notice for international competitive bids last July.

- The full operation of TBTL (Temporary Benchmark Test Laboratory) is boosting 
the nerve system 
  installation, called IICS (Integrated Information and Communication System).
  TBTL, established over the airport areas last April, checks all possible 
errors and faults 
  in the interconnected system operation in advance of the field installation 
of individual 
  sub systems through its downsized basic communication networks including the 
airport operation 
  database, the prototype server of comprehensive management and the 
communication network 
  operation server.
  The separated tests for the individual systems and local system tests between 
each sub system 
  and IICS will be conducted until the end of this month. Upon completion, the 
interconnected 
  operation test between several sub systems and IICS will be carried until 
next April.
  TBTL is expected to prevent unnecessary time and manpower consumption and to 
minimize 
  process drastically by clearing possible problems in actual operations in 
advance of 
  sub system installations.
  The system installation had reached 67 percent progress as of September.


<Operation Readiness Tidbit>

 - Full-dress operation readiness

 According to the assignment of the head of the Airport Operational Readiness 
Division, 
 a person of the vice president class, IIAC is accelerating the preparation for 
 the succesful opening of the new airport which is scheduled to begin operation 
2001.
 Kim Hyo-joon (59), the president of SL International Co., was selected as its 
head last month.
 Mr.Kim had worked for Korean Air as a managing director, for Cathay Pacific 
Airways 
 as the vice president of the branch office in Korea and for American Airlines 
as the president 
 of a Korean master agency. He graduated from Seoul National University and 
completed the post 
 graduate course at M.I.T. and has been working for IIAC as a non-standing 
excutive director 
 since last March.
 IIAC is currently mapping out a marketing and operation strategy and intends 
to unveil 
 the block planning for resident organizations and airline companies by the 
year-end.
 In addition, the tenant invitation of concessions such as duty-free shops in 
the passenger 
 terminal and operation for ground handling services is going to be started 
very soon.
 Besides, IIAC is working our on landing fees and other airport using fees and 
preparing 
 regulations related to airport opening.

- Aggressive marketing to attract airlines

 IIAC is marketing aggressively in order to encourage more airlines to operate 
through 
 Inchon airport, now under construction as the air base of Northeast Asia.
 As a part of the marketing, IIAC participated in the 5th aerial route 
development conference 
 in Rome, Italy last month and conducted inducing actions.
 A total of 94 airlines and 180 airports on the globe took part in the 
conference held 
 in Sheraton Rome Hotel by ASM, the British airport strategy and marketing 
consulting company, 
 for 3 days from the 19th of September.
 IIAC's marketing team had advertised the new airport assiduously through 
various methods 
 including individual interviews for highlighting its comparative advantages 
with 18 companies 
 including British Airways.
 Some airlines expressed their interest, showing the intention to increase 
flights to Seoul 
 or resume operation.

- The international competitive bids for marketing agency selection

 As a part of the strategy for fostering the new airport to become the air base 
of Northeast 
 Asia, IIAC is determined to select a superior international marketing expert 
as its agency.
 IIAC called for international competitive bids and had received applications 
till Oct. 19.
 The total number of 4 companies(consortiums) had applied for the bids.
 IIAC plans to select successful bidder within next month.
 The selected company will serve as a marketing agency from the very date of 
decision to the end 
 of the year 2001 and is set at roughly 8 billion won(6 million dollars).
 The agency is going to attract major overseas airlines and foreign capitals 
for the new airport 
 and design the strategy for differentiating it from others.



- Investable BBB grade maintenance

 IIAC is maintaining relatively high credit rating overseas. 
 Japan Rating & Investment Information Inc., a Japanese rating firm, graded 
IIAC's 
 Yen-denominated bonds(so called samurai bonds) as BBB, the Investable Level.
 Although the credit is the lowest among investable grades, it ascended by no 
less than 
 3 rates from BB grade prior to last February.
 The maintenance of investable grade signifies that IIAC can raise funds by 
issuing bonds under 
 favorable conditions on international money markets including Japan in the 
future.
 IIAC has issued yen-denominated bonds amounting to 10 billion yen in June, 
1997.


<The introduction of airport facilities>

- The Passenger Terminal

 Inchon International Airport consists of over 120 units of large and small 
structures. 
 In our October issue of newsletter we introduce the structural features and 
the inside 
 and outside design of the passenger terminal.

 To promote the user convenience and comfort, the design of the passenger 
terminal 
 was focused on the utilizability in various ways and the convenient motion 
line above 
 everything and the space arrangement was dedicated to comfortable travel.

 One of the features of the passenger terminal is the characteristic "Truss 
structure" 
 which was introduced in order to secure dynamic safety and create more 
agreeable and 
 extensive interior space.
 Its roof is fromulated by Terminal Truss, Concourse Truss and Antler Truss 
basically and 
 2 or 3 modified formations were applied respectively.
 However, there is no difference in fundamental conduct and type since the 
independent conduct 
 is possible as well as an expanded installation joined with each other's unit.
 The 730m long and 93.1m wide Terminal Truss forming 3 floor departure level 
above ground 
 over Landside area consists of 13 units of shells and makes a pillar-less wide 
place.
 Airside area's Concourse Truss supports the Wing Truss covering the roof by 
its 
 4 master columns and Vierendeel Truss and its vertical hem is contained with 
Rod Bar. 
 It has Disc Spring at the tail of it to cope with the drastic change of load 
due to wind.
 Antler Truss is basically the same as Concourse Truss, however its vertical 
hem is equipped
 with pipe pillar instead of Rod Bar, to bear the weight.

 The finishing of the terminal's exterior is designed to impress by soaring up 
to sky and 
 employing high-tech materials together with natural substances. In other 
words, 
 the composition of advanced technologies and high-tech materials including 
glass and 
 steel shapes shows a beauty deriving from a successful win-position of 
tradition and nature.

 The upper and lower parts of the terminal are designed to symbolize sky and 
earth respectively 
 and different finishes are applied to each of them to signify the space 
functions.
 Most of the outer walls of the large scaled public places, upper levels 
corresponding to 
 the 3rd and 4th floors, are decorated with window dark blue glasses in order 
to promote 
 the transparency and the opening impression up to sky and its slanting lined 
curtain wall 
 appears weightless.
 The lower levels are designed to be focused on verticality since the floors 
will be allotted 
 for office rooms and others. The building stone is employed as its main 
material in order to 
 maintain the stability based on the weight of the ground.

 The finishing of the interior is focused on the presentation of intimate and 
warm circumstances.
 The interior of the terminal which will shape a large scaled garden, is 
designed to express 
 traditional beauty by selecting predominant in Korea, based on basic elements 
of time-honored 
 Korean architecture such as stones, trees, colors, water and light.

 Promoting the functionality and esthetic image, the Total Design theory is 
applied to 
 the airport interior design. Various furniture, fixtures, benches and signs 
are designed 
 to harmonize with others as well as all the exterior colors and the interior.
 Each of functional and charming interior places are differentiated from others 
respectively 
 to sustain their features.
 As for Great Hall which shows the sky and plane flights, its transparent 
elevator and pond 
 on the ground is expected to boost the feeling of openness places - a 
representative place 
 for meeting and parting of motion lines.
 The interior and exterior of Great Hall, the uninfected single place of 5 
floors, 
 will be recognized as a simplificated space thanks to the continuation of its 
glassed wall 
 and roof.
 Departure levels will be decorated with building stone and wood in order to 
support 
 the liveliness and expectation of passengers before their start. 
 Its main motion parts such as the doorway will be made of marble to help 
passengers 
 to find the exit easily.
 To present a safe and kind environment, wood is selected for the Boarding 
lounge, 
 the last place for passengers' to visit and this is the first case that 
natural and 
 intimate wood is employed for the airport ground decoration on a large scale.
 The arrival level is decorated with cozy carpet to lessen the feeling of 
fatigue due to travel.
 Passengers will see the watering wall during their descending to 1st floor by 
escalators 
 to take back their luggage and the naturally made ceiling and pillars are 
expected to relive 
 the fatigue and exhaustion.
 The ground of the baggage claim area will be made of building stone the 
convenience of cart use.
