Go here:
        ftp://geek.rcc.se/pub/mp3encoder/lame/

Grab the latest one (3.51 as of 11/24/99).
Untar-unzip the .tar.gz file
cd lame3.51
make
(as root) make install

You may need to edit the Makefile, but I did not on my system.
