No, it isn't. Just check that your kernel has support for hisax and isdn,
install the isdnutils package (and ppp if you haven't),
read /usr/doc/isdnutils/HOWTO.isdnutils.gz, run /usr/sbin/isdnconfig and
edit all files in /etc/isdn/
