Check to see whether or not you have gpm installed, and if it is running. If it is, you should use /dev/gpmdata as the mouse device.
If it isn't you could try installing gpm and let it auto detect your mouse. Also make sure that your kernel has PS/2 support compiled into it, by finding a line like below in /var/log/messages Apr 10 15:39:10 laptop kernel: Detected PS/2 Mouse Port.
