Not knowing the particulars of your statement the problem could one of two things: 1) your kernel was not compiled with ipmasq options (assuming the enabling you are doing is modifiny /etc/network/options); or 2) you don't have the kernel module for ipmasq... (you can get that stuff in the ipmasq deb package found on the debian site)
