I beleive it is possible to install a Debian system, configure/customise it, and then repackage the deb packages using the customised files on the system instead of the original default ones, using some provided tools. Can anyone confirm this? I have not tried it myself, but I vaguely remember reading it somewhere in the Slink documentation. This feature would certainly go a long way towards what Jeremy is after.
