You can download "man-db", "manpages" and "manpages-dev"(as well as any other package) via ftp (e.g. ftp://ftp.xy.debian.org - for "xy" insert a country-code). You find these files in the ./debian/dists/stable/main directory. The following subdirectory depends on your computer (for me binary-i386). The next subdirectory should be "doc" which includes the "man"-files.
