after i got tired of seeing
        /usr/bin/pgp: Command not found
in mutt for months on end, i did
        apt-get install pgp-us
and went back into mutt to read my email.

now i see

        ^GUnsupported packet format - you need a newer version of PGP for this 
file.

        <yada yada message appears here...>

(that's "^"carat "G", by the way)

        % pgp -v
        Pretty Good Privacy(tm) 2.6.3a - Public-key encryption for the masses.

i also tried
        apt-get install pgp-i
with no better results.

what am i missing? (you'd never know it, but i just installed it
today, and none of the documentation 'speaks' to me yet. can you
tell?)
