Are:
    ipchains -A output -i eth0 -p tcp -s ${INIP} 1024:65535 -d 0/0 telnet -j 
ACCEPT -y
    ipchains -A output -i eth0 -p tcp -s ${INIP} 1024:65535 -d 0/0 telnet -j 
ACCEPT ! -y

and:    

    ipchains -A output -i eth0 -p tcp -s ${INIP} 1024:65535 -d 0/0 telnet -j 
ACCEPT

the same thing?
