Hi: The format files should be in the texmf/web2c subdirectory. Have you run texconfig? I did sometimes get this problem running latex2e files, and I was able to get around this by: 1. creating a link of tex in /usr/bin to a file called latex2e and 2. in texmf/webc copying latex.fmt to latex2e.fmt. Then use latex2e filename to run latex.
