Yes, in my experience, fetchmail does bounce.  Look into getmail.  For
most setups (indeed probably all single-user setups) it's sufficient.
It probably has all the features you want, is painless, and does its own
local deliveries instead of acting as a half-assed MTA (or it passes off
to an MDA, but still doesn't pretend to be an SMTP daemon).

If you decide to stick with fetchmail, look into your MTA logs.  Which
MTA are you using?  is drunkenhate a local user?  does your MTA accept
email for @localhost?
